Returns the value of the 'To Before' reference list. The list contents are of type GeneralOrdering. It is bidirectional and its opposite is 'After'. References the GeneralOrderings that specify EventOcurrences that must occur before this OccurrenceSpecification

Returns:

the value of the 'To Before' reference list.
